Housing Strategy

Housing is one of the most basic human requirements for survival and wellbeing and affects a whole range of issues such as supporting and improving employment prospects, contributing to good health, reducing crime, tackling climate change and sustaining environmental quality and design.  

Northumberland County Council is expected to prepare a Housing Strategy as an essential component of the Sustainable Community Strategy.  The Council has a duty to identify housing need and publish a housing strategy to meet those needs.  We will ensure that people have access to a range of housing options which can help them to make their own housing choices, including the option of staying in their own home and live as independently as possible.

The Strategic Housing Service aims to ensure that the population of Northumberland have access to a home that’s safe, warm, affordable and appropriate for their needs and that help and support is available to those that cannot meet their own housing need.

Affordable Housing

The delivery of affordable housing is a key priority for Northumberland County Council.  Between 2011 and 2014 we aim to deliver 1,356 new affordable homes of which:

  • 280 will be delivered with council investment of £20 million. 
  • 900 will be delivered by partners and a proportion of the homes will be affordable. 
  • 176 will be new council homes built using £12.3 million of council Housing Revenue Account funds and £2.8 million from the Governments' Affordable Housing Programme.

Enabling Officers

Enabling officers are responsible for identifying sites for development and advising on how appropriate housing might be delivered on those site.  They work closely with local communities and developers including Registered Social Landlords and Community Land Trusts. 

If you would like to talk to someone about a site that could be used for affordable housing, or if you are a parish council who has identified a shortage of affordable housing in your area, then please contact our Housing Enablers on 0845 600 6400.

 

Tenancy Strategy

The Localism Act 2011 introduced a number of changes in social housing which includes a new duty for  every local authority to publish a tenancy strategy. The strategy should provide guidance for Registered Providers of social housing in the county in formulating policies relating to the following and Registered providers are obliged to have regard to the strategy when developing their own tenancy policies:

(a)   the kinds of tenancies they grant,

(b)   the circumstances in which they will grant a tenancy of a particular kind,

(c)   where they grant tenancies for a term, the lengths of the terms, and

(d)   the circumstances in which they will grant a further tenancy on the coming to an end of an existing tenancy.

Gypsy and Travellers

Gypsies and Travellers have been part of the community in Northumberland for hundreds of years and our strategy aims to promote a better understanding of the needs of Gypsies and Travellers in Northumberland across partners and ensure future services are planned and delivered in an accessible way to meet those needs.
