Northumberland Consolidated Planning Policy Framework

also known as: Development Plans, Local Planning, Northumberland Minerals Local Plan, Planning Policy, Planning Strategy, Statutory Development Plans.

The Northumberland Consolidated Planning Policy Framework sets out the relevant planning policy documents, both statutory and non-statutory, for Northumberland

Northumberland Consolidated Planning Policy Framework

On 1 April 2009, the seven local planning authorities of Alnwick, Berwick-upon-Tweed, Blyth Valley, Castle Morpeth, Tynedale, Wansbeck and Northumberland County merged together to create one single local planning authority for Northumberland.  In the past, each of these local planning authorities had produced its own set of planning documents to guide development in their area.  These documents have been brought together to form the Consolidated Planning Policy Framework for Northumberland.  This document sets out the relevant planning policy documents, both statutory and non-statutory.

In order that prospective applicants, developers and other interested parties can access all the relevant planning policy documents for Northumberland, the Council has developed an interactive version of the Consolidated Planning Policy Framework.  To access this please click on the link below:

Please note some of the documents are large in size and can take time to download.  If you experience problems downloading documents, please contact the Planning Strategy Service by e-mailing PlanningStrategy@northumberland.gov.uk

The Consolidated Planning Policy Framework for Northumberland is a living document and will be updated when new planning policy documents are adopted by the Council.

On 22 March 2013 the Secretary of State laid in Parliament a statutory instrument to revoke the Regional Strategy for the North East.   The Order to revoke the Regional Strategy can be accessed by clicking here.

Policy S5 of the Northumberland County and National Park Joint Structure Plan Alteration (February 2005) concerning the Green Belt extension around Morpeth will remain in place until the new local plan for Northumberland is adopted.  The reasons for the decision to revoke the Regional Strategy and retain Policy S5 of the Northumberland County and National Park Joint Structure Plan Alteration (February 2005) are set out in the Post Adoption Statement for the North East, which can be accessed here.

Following the announcement of the Government’s intention to revoke Regional Spatial Strategies on 6 July 2010, the Council on 4 October 2010 resolved to have regard to the housing requirement figures contained in the revoked Regional Spatial Strategy on an interim basis until the adoption of the Northumberland Core Strategy.  These requirements are not a maximum figure and should be considered with up to date development plan and national policies as well as any other material considerations.  The Executive Report and associated minutes can be accessed by clicking here.

Whilst all efforts have been made to ensure the information within the Northumberland Consolidated Planning Policy Framework document is correct, it is not intended to amount to advice or authority on which reliance should be placed.  The information is provided as a general guide and it will be necessary for prospective applicants, developers and other interested parties to review documents in order to identify relevant policies and proposals in relation to their proposed development.  Prospective applicants, developers and other interested parties should also make contact with the relevant council officers to discuss their development proposals where necessary.
