The Localism Act 2011 requires the County Council to prepare and publish a Pay Policy Statement. The purpose of such a statement is to articulate the Council’s policies towards a range of issues relating to the pay of its workforce, particularly its senior staff and its lowest paid employees. The Council also wishes to ensure that it operates on the principles of equal pay for work of equal value, and also within the various other legislative requirements, including the Equality Act 2010. 

This policy statement applies to the 2023-24 financial year and has been approved at a meeting of the full County Council which was open to the public and observers. It will be reviewed annually and takes into account the guidance on openness issued by the Secretary of State for Housing, Communities and Local Government (MHCLG) 
Facility time is the provision of paid or unpaid time off from an employee’s normal role to undertake trade union duties and activities as a trade union representative. There is a statutory entitlement to reasonable paid time off for undertaking union duties.Under the Trade Union (Facility Time Publication Requirements) Regulations 2017 public sector employers must collate and publish, on an annual basis, a range of data on the amount and cost of facility time within their organisation.  Northumberland County Council’s report is below.
