Local Plans: Saved Policies
Under the old planning system local
authorities were required to produce local plans in order to guide
the future development of the area and clearly show how local
residents, landowners and other interested parties might be
affected by land use change.
In 2004, the Planning and Compulsory Purchase
Act introduced changes to the planning system. Planning authorities
are now required to prepare Local Development Frameworks. This type of plan
will gradually replace the existing Local Plans prepared by the
former Districts.
In September 2007, the Secretary of State
issued directions which saved some of the policies contained in
adopted Local Plans. Since then some of those policies have
been superseded by the adoption of new Local Development Framework
documents. However, each of those Local Plans continue to have some
'saved policies' that are used to make day to day decisions on
planning proposals.
On 22 March 2013 the Secretary of State laid in Parliament a
statutory instrument to revoke the Regional Strategy for the North

Policy S5 of the Northumberland County and
National Park Joint Structure Plan Alteration (February 2005)
concerning the Green Belt extension around Morpeth will remain in
place until the new local plan for Northumberland is adopted.

Following the announcement of the Government’s
intention to revoke Regional Spatial Strategies on 6 July 2010, the
Council on 4 October 2010 resolved to have regard to the housing
requirement figures contained in the revoked Regional Spatial
Strategy on an interim basis until the adoption of the
Northumberland Core Strategy. These requirements are not a
maximum figure and should be considered with up to date development
plan and national policies as well as any other material
