Borderlands Team

The Borderlands PMO team is responsible for supporting the work of the Borderlands Partnership and overseeing the ten-year, £450m Borderlands Inclusive Growth Deal.

The Team works across the five partner authorities – Cumberland Council, Dumfries and Galloway Council, Northumberland County Council, Scottish Borders Council and Westmorland and Furness Council and with the Scottish Government and UK Government.

What we do

The Borderlands PMO team is responsible for supporting the work of the Borderlands Partnership and overseeing the ten-year, £450m Borderlands Inclusive Growth Deal.

The Team works across the five partner authorities – Cumberland Council, Dumfries and Galloway Council, Northumberland County Council, Scottish Borders Council and Westmorland and Furness Council and with the Scottish Government and UK Government. We are hosted by Northumberland County Council within the Economy and Regeneration Function.

The Partnership has a set aspiration for the Borderlands, home to over 1 million people and covering 10% of the UK landmass to reach its potential improving opportunities for people across the area. This will be done by delivering against four themes:
  • Improving Places and enhancing the destination offer of the Borderlands
  • Investing in Enabling Infrastructure
  • Supporting business, innovation and skills
  • Encouraging green growth
Through this investment we will enable businesses to thrive, improve our productivity, attract new residents and welcome more visitors to enjoy the beautiful natural environment of our vibrant region. Our approach to growth includes a specific commitment to ensuring this is inclusive growth bringing benefits for diverse communities across the region.

The team support projects in development to reach approval working with the authorities and external partners and takes a lead on four programme areas of activity:
  • Digital – which aims to improve digital connectivity for communities and businesses and has already allocated £4m worth of support through the Borderlands Digital Vouchers Scheme.
  • Energy – the Energy Masterplan has been completed setting out a clear evidence base for future investment and activity.
  • Natural Capital – which will invest in pilot projects to demonstrate the value of natural capital to our economy and
  • Place – with the £50m Place Programme support the development of Place Plans and Investment Plans across 22 places.
In addition the team is leading on the overarching Hadrian’s Wall programme of investment and for a range of projects including Ad Gefrin, Lilidorei at the Alnwick Garden and Berwick Theatre in a Northumberland Context.
We work closely with colleagues in the Council who form the Accountable Body to review business cases, develop funding agreements, monitor progress and financial plans and prepare for evaluation of the programme.
