Changes to postal and proxy voting introduced by electoral commission 

The 31 October 2023 is not only the time of spooks and ghouls – but it will also see changes to absent voting. 
 
From this date, applications to vote by post and proxy in an election will require a national insurance number to be provided.   
 
This is due to a change to electoral law which requires electors to verify their identity when making an application. 
 
The deadline for Northumberland County Council to receive an application to vote by post or proxy without a national insurance number is 30 October 2023.   
 
After this date, electors will have the option to apply for a postal vote, (and some types of proxy vote) via a new central government online system.  The requirement to provide a national insurance number will apply for both online and paper applications. 
 
Anyone who is unable to provide their national insurance number will be required to provide an explanation.  Further evidence will be requested by the election's office, such as a passport, driving licence or utility bills. 
 
Postal voters will also need to reapply to vote by post every three years and will receive a reminder when their renewal is due. 
 
There will be some changes to proxy voting too – this is when you ask someone to vote on your behalf.  
 
Electors will only be able to act as a proxy for up to two people living in the UK. Electors voting on behalf of UK voters who live overseas can act as a proxy for up to four people.
