and was completed in December 2013.

training to help those who make decisions about the historic
environment.

Heritage helps local authorities use their powers and resources
to preserve or enhance the character and appearance of their
conservation areas.
Conservation Areas
Conservation Areas are 'areas of special architectural or
historic interest the character and appearance of which it is
desirable to preserve and enhance' (Civic Amenities Act 1967). They
are designated by local authorities who judge the ‘specialness’
against local and regional criteria. The first Conservation Areas
were created in 1967 and there are currently 69 Conservation
Areas in Northumberland.
Conservation Areas are about character and appearance. The
special character of these areas does not come from the quality of
their buildings alone, but can derive from many factors including
individual buildings, building groups and their relationship with
open spaces, architectural detailing, materials, views, colours,
landscaping and street furniture. Character can also draw on more
abstract notions such as sounds, local environmental conditions and
historical changes. These things combine to create a distinctive
sense of place worthy of protection. Conservation Areas give
broader protection than listing individual buildings: all the
features listed or otherwise, within the area, are recognised as
part of its character.

Conservation Area Character Appraisals
The Council has a duty to keep conservation
areas under review through a programme of conservation
area character appraisals. These are documents which
identify the elements that make up the special character of
each area, and can be used to make informed decisions on future
development proposals, ensuring that they enhance the character of

Trees in Conservation Areas
With some exceptions, trees are protected in
conservation areas and are treated in a similar manner to those
covered by a Tree Preservation Order. If you wish to fell, lop or
top or uproot trees within a conservation area, you must give the
Council six weeks notice in writing. It is an offence to carry out
the work within that period without the consent of the Council.
