Northumberland Waste Local Plan

The Waste Local Plan is part of the statutory development plan for Northumberland. It sets outs policies and proposals to guide and decide planning applications for waste management facilities in Northumberland.

What is the Waste Local Plan?

The Northumberland Waste Local Plan contains ‘saved’ policies to guide and determine planning applications for waste developments in Northumberland (excluding the Northumberland National Park).

It seeks to balance the need to protect the local communities and the environment with the need to establish waste management facilities. The Waste Local Plan deals with all waste managed in its area including the waste generated from households, businesses and the construction industry.

The Waste Local Plan was adopted in December 2001. The Waste Local Plan, the Inset Maps and Proposals Map can be viewed by clicking on the relevant links at the bottom of the page. The Waste Local Plan should be read in conjunction with the schedule of saved policies.

What is the current status of the Waste Local Plan policies?

Changes to the planning system made by the Planning and Compulsory Purchase Act 2004 mean that a Local Development Framework will be prepared to replace the Waste Local Plan. Information on the Local Development Framework can be viewed by clicking here.

Under the Planning and Compulsory Purchase Act, the policies in the adopted Waste Local Plan were automatically 'saved' for a transitional period of three years from the date of the Act to 27 September 2007. The Act allowed the Secretary of State to extend the saving of policies beyond 27 September 2007 until the policies have been replaced by the policies prepared under the system of Local Development Frameworks.

The schedule of saved polices for the Waste Local Plan can be viewed by clicking here. Those policies not listed on the schedule of saved policies have now expired.

Northumberland Joint Municipal Waste Strategy

Northumberland needs to move away from its reliance on landfill sites for the disposal of municipal waste. More sustainable ways of dealing with waste must be utilised if we are to meet European and UK Government targets.

The Northumberland Joint Municipal Waste Strategy covers the period up to 2020 and identifies the major changes are needed in the way with which we deal with our waste, and we cannot succeed without the cooperation of all stakeholders, particularly the public.  To view the document click here.

Planning policy on waste management at the national levels

The Government's vision for sustainable waste management is set out in the Waste Strategy for England 2007.  Information on the national waste strategy can be found on the Defra website.

Further information on national waste planning policy can be found on the Communities and Local Government website. The Regional Spatial Strategy for North East England contains waste policies for the North East Region and further information can be viewed by clicking here.
