The Fire Crime in Europe Conference 2008

 

Northumberland Fire and Rescue Service, Northumbria Police and Laboratoire Central de la Prefecture de Police had the pleasure of hosting the very successful inaugural Fire Crime in Europe Conference 2008 on Monday 15th and Tuesday 16th September 2008.

The Conference was held at the Marriott Hotel Gosforth Park, near Newcastle upon Tyne, England. 174 delegates from 21 European Countries attended the event which formed a key part of the European Commission Directorate-General for Environment funded project entitled: European Exchange of Best Practice in Arson Prevention and Investigation (grant no: 7.030601/2006/448114/SUB/A3).

The conference was opened with a speech by Brian Hesler, Chief Fire Officer and Director of Community Safety for Northumberland Fire and Rescue Service. He was then followed by speeches by the other host partners: Michael Craik, Chief Constable of Northumbria Police followed by Bruno Fargette, Directeur Laboratoire Central de la Prefecture de Police (France). The Chairperson for the event was Max Hood, now County Fire Officer for West Sussex Fire and Rescue Service and Chair of the Arson Control Forum.  

The conference agenda incorporated the 3 opening speeches, 16 plenary presentations and 3 workshop sessions. Selected speakers and workshop leaders represented 11 countries, giving a truly European content. The attached files in English, French and German provide a full list of the plenary presentations delivered.

 

As has been indicated, delegates were given the opportunity to attend two of three interactive workshops. The workshops delivered included:  

 

Workshop 1 - "An Holistic Approach to Arson Prevention" – delivered by the Community Safety Academy within Northumberland Fire and Rescue Service (UK).

 

Workshop 2 - "Fire Investigation: In Search of Pan-European Best Practice" - delivered by the Fire Service College in Poznan, Poland, and the Wielkopolska Provincial Fire Brigade, Poland.

 

Workshop 3 - "Computer Modelling of Fires" - delivered by Laboratoire Central de la Préfecture de Police, France.

 

Presentations and workshops delivered at the event raised awareness of best practice in effective methods of preventing and investigating arson. The event also provided a forum for the elaboration of lessons learned and the opportunity for networking between arson practitioners from across Europe. Due to the success and extremely positive feedback received from delegates attending the conference, Northumberland Fire and Rescue Service are now assisting other organisations that are planning to design and deliver Fire Crime in Europe Conferences in 2010 and 2012.
