Supplementary Planning Documents
also known as: Community Plan, Planning documents.
These documents provide greater detail on the policies in a main planning document (Development Plan Document). They can provide greater detail on specific topics such as affordable housing or provide detailed design guidance for a particular site.
What is a supplementary planning document (SPD)?
A planning authority may prepare Supplementary
Planning Documents (SPDs) to expand upon and provide greater detail
on the policies in a Development Plan Document (DPD). They can
provide detailed guidance on specific topics or provide detailed
design guidance for a particular site. The documents are not
subject to an Independent Examination but will undergo public
consultation and a sustainability appraisal.
The Supplementary Planning Documents will form
part of the Local
Development Framework, and will be a material consideration in
the determination of planning applications. Supplementary Planning
Documents do not hold the same weight as an adopted Development
Plan Document (DPD) however and do not form part of the statutory
development plan.

Northumberland and still form part of the current

Supplementary Planning Guidance
The Northumberland Consolidated Planning
Policy Framework includes links to a number of other documents
known as Supplementary Planning Guidance (SPG). These have been
prepared by the former district councils or by outside bodies
such as the Area of Outstanding Natural Beauty partnerships. They
set out informal guidance for developers. They differ from SPDs in
that they have not been through the same formal consultation
process that would be necessary for an SPD. The Supplementary
