What to include in your application
When you submit an application, you will need to include:
  • drawings of your proposal
  • a site plan indicating the location of the property
  • completed application forms
  • payment of the correct fee
Certain types of development may also need to complete this non-mains drainage form.

How to apply
The simplest way to submit a planning application is online, via the planning portal.

The application process

Once an application is received we:

  • check the information provided to ensure it is accurate
  • check the application is complete
  • make sure the correct fee has been paid
Delays can be caused if:
  • we need to contact you to clarify matters
  • we need to ask for extra information
  • the plans are not accurate

Confirmation
When all the information is complete we will register your application and send you or your agent a confirmation letter. Each application is given a planning reference number and this should be quoted on all correspondence.
We will make the details of your application available on the public access system.

Timescales
We aim to make a decision on most planning applications within eight weeks, although this is not always possible.

For larger or more complex applications, this may take up to 13 weeks or longer, especially if an environmental impact assessment is required.

Prior approval of proposed change of use of a building from a retail (use class A1 or A2) use or a mixed retail and residential use to a use falling within use class C3 (dwelling house), and for associated operational development - application

Full planning permission
Full planning permission allows applicants to obtain permission for:
  • new buildings
  • change of use
  • property extensions
  • creation of flats

Householder applications

Householder applications deal with:

  • house extensions
  • garages
  • enlargements to gardens
  • erection of walls and fences to domestic properties, or any other outbuildings within the boundary of your own dwelling
Please note: if your property is a listed building, you must also apply for listed building consent. If you wish to erect a new dwelling, you must apply for full or outline planning permission.

The need for LBC does not apply to garages, enlargements to gardens, erection of walls and fences to domestic properties, or any other outbuildings within the boundary of your own dwelling, unless they are attached to the listed building.

Apply for conditions to be altered/removed that were initially granted as part of the original planning permission:

Most approvals are subject to conditions and these are listed on your decision notice certificate. These form part of your permission and must be adhered to. Non-compliance could result in the council taking enforcement action.

Some conditions may require additional information to be submitted to this unit prior to conducting work, while others are ongoing, either just during the construction period or the life of the development. If you are uncertain about any of the conditions, please contact the planning case officer.

Ownership
If you are the sole owner of the land to which your planning application relates, you must sign certificate A on the application form. If, 21 days before the application, you were not the sole owner of any part of the land, you will need to formally notify the owner(s). You do this by completing notice one and sending it to any owner or part owner of any part of the site. You will also have to sign certificate B on the application form.

  • Notice two - Article 11 - this notice is for publication in local newspaper if certificate C or D is completed.

You can submit your planning application online by registering with either the Planning Portal or with the iApply website. Both websites allow you to submit your planning applications electronically to Northumberland County Council. You can choose which provider you wish to use to submit your online planning application.  It makes no difference to the way we deal with your application.

  • go into a customer information centre and pay by cash or credit/debit card
  • send a cheque payable to Northumberland County Council
  • call us on 0345 600 6400 to pay by credit/debit card

Information about applying online
More than 60% of all applications are now made online. It is quick and easy to register and you can complete your application form, upload supporting documents and pay for your fees all in one place.

You can work on your applications in draft before submission and you receive immediate delivery and acknowledgement of your application.

Furthermore, you save on postage and printing costs and have an online record of your completed applications. There is also an online help function.

It is also possible to complete your application online before submitting supporting documents and fees by post.
