Introduction to the Families and Children’s Trust
The purpose of the Family and Children’s Trust
arrangements is to enable partners and stakeholders to work
together to improve outcomes for all children and young people in
the Northumberland whilst communicating a compelling vision for
Northumberland’s children and young people and their families. The
needs of children, young people and their families, including the
need for safeguarding, are paramount.
Following
central Government's decision to review the status of Children's
Trust Boards, Northumberland Families and Children's Trust agreed
that the current Children's Trust arrangements should stay in
place.
Vision of the Families and Children’s Trust
The vision of the Northumberland FACT is set
out in the Children and Young People's Plan (CYPP) for November
2011 to October 2014 and is:
Every girl and boy in
Northumberland, with a special focus on those who are vulnerable or
disadvantaged, to grow up as healthy, safe, confident citizens who
contribute positively to the lives of those around
them.
This vision corresponds with our desire to
continuously improve our partnership working across all
FACT member organisations for the benefit of
the children, young people and their families in
Northumberland who need our support or expertise at any time
in their lives. It is only through effective partnership that
we can improve the outcomes for children, young people and their
families and ensure that there are no closed doors for those that
may need extra support in order to reach their full potential.
Families and Children Trust (FACT) Board
'The Children Trust' is a term used to
describe the whole system relating to all services and partners in
the provision of services to children and young people. The
Children’s Trust is not therefore the Trust Board alone.
However, the role of the Trust Board is to provide strategic
leadership and governance to the whole system to ensure that that
it is designed to deliver sustainable long term improvements in the
outcomes of children and young people.

The Children and Young People’s Plan – CYPP 2011-2014
Here is our new CYPP which
was approved by full county council in December 2011.
This CYPP sets out our overarching ambitions for children and young
people in Northumberland, summed up in our Vision,
"Our Vision is for every girl and boy in
Northumberland, with a special focus on those who are vulnerable or
disadvantaged, to grow up as healthy, safe, confident citizens who
contribute positively to the lives of those around them”
This new CYPP has been developed in
partnership with colleagues from partner health
organisations and all members of the Families and Children's Trust.
We have also consulted with representative young people on
it's content.
Our key priorities that support our vision
are:
More people in work, fewer in poverty
All children & young people living in safe & secure
environments
Improving educational achievement for all
Improving health outcomes
Resilient communities, where citizens are empowered to lead

strategies, policies and operational mechanisms in
place that demonstrate how we intend to deliver on

This updated Prevention Strategy for
Northumberland reflects the needs analysis, outcomes and priorities
of Northumberland’s new Children and Young People’s Plan 2011-14
how the Strategy will be resourced, including tools for the
workforce and how performance management will support the shift
towards prevention. The central aim of the Prevention Strategy
is to offer a framework for achieving a progressive shift in the
focus of resources from acute and reactive provision towards early
identification and intervention in order to address problems for
children and young people before they become more entrenched and
problematic.
One of the key purposes of the strategy is to
present our ambitions for how resources will be used differently by
either realigning existing ‘front end’ resources and / or
transferring a greater proportion of our resources towards early
intervention and prevention work and away from the more reactive
work.
